WASHINGTON (AP) ? NBC News says a former vice chairman of the Joint Chiefs of Staff is under investigation for allegedly leaking classified information about a covert cyberattack on Iran's nuclear facilities.
The network says retired Marine Gen. James "Hoss" Cartwright has received a target letter informing him of the probe.
The Justice Department referred questions to the U.S. attorney's office in Baltimore, where a spokeswoman, Marcia Murphy, declined to comment.
In June 2012, the New York Times reported that Cartwright was a crucial player in the cyber operation Olympic Games, started under President George W. Bush.
The Times said President Barack Obama ordered the cyberattacks sped up, and in 2010 an attack using a computer virus called Stuxnet temporarily disabled 1,000 centrifuges that the Iranians were using to enrich uranium.

The eruptions from Pavlof Volcano, on the Alaska Peninsula 590 miles (950 km) southwest of Anchorage, were its most powerful since its current eruptive phase began with low-level rumblings in mid-May, according to scientists at the federal-state Alaska Volcano Observatory.
The latest series of more powerful ash-producing blasts from the crater of the 8,261-foot (2,518-meter) volcano started late on Monday and continued overnight into Tuesday, scientists said.
"For some reason we can't explain, it picked up in intensity and vigor," said Tina Neal, an observatory geologist.
While the ash plume has so far remained too low in the sky to affect jetliner traffic, topping out at an altitude of 28,000 feet, smaller planes had to fly around it, officials said. Anchorage-based PenAir canceled one flight and re-routed others, said Missy Roberts, a company vice president.
Ash has dusted King Cove, a town of about 900 people located 30 miles southwest of Pavlof, the Alaska Volcano Observatory reported.
The National Weather Service issued an ash advisory for the region, warning of breathing problems for people with respiratory ailments and potential damage to exposed electronic equipment.
A second Alaska Peninsula volcano continued a low-intensity eruption, the observatory said. Ash from Veniaminof Volcano, 485 miles (780 km) southwest of Anchorage, has been limited to the area around its 8,225-foot (2,507-meter) summit, the observatory said.
The eruptions at Pavlof and Veniaminof are unrelated, scientists say.
A third, more remote, Alaska volcano remained restless but was not currently spouting lava or ash, the observatory said. Cleveland Volcano, 940 miles (1,512 km) southwest of Anchorage, began an on-and-off eruptive phase in mid-2011 but has not produced an explosive eruption since May 6, according to the observatory.

KABUL, Afghanistan (AP) ? One moment I was standing in a quiet, secure and heavily guarded area and the next it had turned into a battlefield.
It was 6:30 a.m., and I waiting with about 20 other journalists for an escort into the palace for a speech by President Hamid Karzai. It was a routine assignment for Kabul journalists, and the presidential compound is a scenic and peaceful oasis lined with pine trees in my chaotic hometown.
Suddenly I saw the four armed men jump out of their vehicle. They kneeled down and started shooting. Two of them fired at presidential palace security guards stationed at a checkpoint. The two others aimed their weapons at the Ariana Hotel, where the CIA is known to have an office.
I didn't know what to do. Bullets were flying all over. Gunfire was coming from different directions. No one really knew who were the attackers and who were the security forces because both sides were wearing similar uniforms.
I thought at first that this must be an insider attack or an argument between security guards. I just couldn't believe that Taliban fighters could have made it this far into the presidential compound, through two checkpoints. After about a minute, I realized the attackers must be Taliban because they were firing in so many different directions.

I hit the ground and kept my head down, asking myself, what I should do? I looked around to try to find a place to use as a shelter and call my office ? report the news as fast as possible.
Mostly, though, my thoughts focused on my small children ? my nearly 6-year-old son, Mohammad Akmal, and my two daughters, Hadia, who is 4, and Muqadasa, just 15 months.
Some other reporters took shelter behind an armored SUV used by an American television network. A few others lay in a ditch.
I saw a white, small, religious shrine nearby, and crawled about 10 to 15 meters (yards), then ran as fast as I could toward the wall of the shrine. I saw blood on my clothes but was sure I had not been hit. Later I noticed scratches on my arms and knees from pulling my body across the ground.
I finally reached the wall and thought it was safe enough to take my mobile phone and call the office.
Breathless and scared, I shouted over the phone to a colleague, "David, attackers are inside and a shooting is going on." He was shocked.
Grenades and rockets were exploding in the background and automatic weapons were firing. My colleague asked, "Are you safe, Rahim? Are you OK? I replied I was fine, even if I wasn't entirely.
Then I managed to take a deep breath and started reporting, the battle still going on in the background.
Most of the reporters moved with me behind the shrine.
Looking out, we saw a small boy, around 6 years old, wearing a school uniform and running close to us. He was so brave, not crying, but of course very worried.
We grabbed him and pulled him behind the wall. He didn't know how to call his parents but one of the reporters had a number for the director of his nearby school. He called and told the director that one of his students was with us and safe.
I wanted to move out from behind the wall and take some photos with my cell phone. But bullets kept coming and never gave me the chance. We all wanted to leave from our precarious position, but security guards from the other gate, about 50 meters (yards) away from us, kept shouting that we must stay there. Otherwise we could be shot from the CIA building because guards there wouldn't know who we were.
We sheltered behind that wall for about an hour until the shooting finally eased. During that time, my father called me twice. I lied to him, telling him I was farther from the battle than I really was.
More guards moved into the area, first securing it and finally motioning to us one by one to leave. By then, we later learned, eight attackers and three guards lay dead.
But at the moment I wasn't sure whether other attackers were hiding nearby. I felt safe only when I finally got away from the area. I called my father and told him I was on my way back to the office and not to worry.

AUSTIN, Texas (AP) ? A sweeping bill that would effectively shut down most abortion clinics across the nation's second most-populous state has stalled in the Texas Senate ? and a Democratic filibuster that will only need to last a seemingly manageable 13 hours Tuesday looks like it will be enough to talk the hotly contested measure to death.
After thwarting two attempts Monday by majority Republicans to bring the abortion bill to a floor vote ahead of its scheduled time Tuesday morning, Democrats are turning to Sen. Wendy Davis, D-Fort Worth, to stage the marathon speech.
"We want to do whatever we can for women in this state," Sen. Kirk Watson of Austin, leader of the Senate Democrats.
The bill would ban abortion after 20 weeks of pregnancy and force many clinics that perform the procedure to upgrade their facilities and be classified as ambulatory surgical centers. Also, doctors would be required to have admitting privileges at a hospital within 30 miles ? a tall order in rural communities.
Although Texas is just the latest of several conservative states to try to enact tough limits on abortions, the scope of its effort is notable because of the combination of bills being considered and the size of the state.
When combined in a state 773 miles wide and 790 miles long and with 26 million people, the measures would become the most stringent set of laws to impact the largest number of people in the nation.
"If this passes, abortion would be virtually banned in the state of Texas, and many women could be forced to resort to dangerous and unsafe measures," said Cecile Richards, president of Planned Parenthood Action Fund and daughter of the late former Texas governor Ann Richards.
Outnumbered 19-11 ? with San Antonio Sen. Leticia Van de Putte missing to attend the funeral of her father, who died last week in a car crash ? Senate Democrats held firm Monday their razor-thin margin of a single vote to block the bill from moving forward.
That's key since the 30-day special legislative session ends at midnight Tuesday, meaning the filibuster Democrats have promised only needs to last the better part of one day, instead of two.
Davis gave a filibuster at the end of the 2011 session to temporarily block $5.4 billion cuts to public schools, and said she was preparing for her upcoming one speech but refused to say exactly how.
She will have to speak nonstop, remain standing, refrain from bathroom breaks or even leaning on anything. Other Democrats can give her voice a break by offering questions to keep conversation moving.
"Democrats chose not to negotiate, and we could not get the block undone," said Lt. Gov. David Dewhurst, a Republican who controls the flow of Senate legislation. He refused to declare the issue dead ? but others were less optimistic.
Sen. Dan Patrick, R-Houston, said the Democrats never should have been allowed to put Republicans "in a box" and complained that many in the Senate GOP were "flying by the seat of their pants."
But the bill's bogging down began with Gov. Rick Perry, who summoned lawmakers back to work immediately after the regular legislative session ended May 27, but didn't add abortion to the special session to-do list until late in the process. The Legislature can only take up issues at the governor's direction during the extra session.
Then, House Democrats succeeded in stalling nearly all night Sunday, keeping the bill from reaching the Senate until 11 a.m. Monday.
The measure only passed the lower chamber after a raucous debate that saw more than 800 women's rights activists pack the public gallery and surrounding Capitol, imploring lawmakers not to approve it.
While supporters say it will protect women's health, abortion rights groups warn the practical effect of the bill would be to shutter most abortion providers statewide ? making it very difficult for Texas women to have the procedure.
Debate ranged from lawmakers waving coat-hangers on the floor and claiming the new rules are so draconian that women are going to be forced to head to drug war-torn Mexico to have abortions, to the bill's sponsor, Republican Rep. Jodie Laubenberg of Spring, errantly suggesting that emergency room rape kits could be used to terminate pregnancies.
In the end, though, the bill passed by more than 60 votes as Republicans and some conservative Democrats approved it.
Still, Legislature rules prohibit the Senate from taking up a bill for 24 hours after it clears the House. Republicans struggled to find a way to break the Democratic roadblock, but the vote swung Monday on Sen. Eddie Lucio, a Brownsville Democrat who voted for the abortion bill when it first passed the Senate a week ago but pledged not to approve suspending the rule with Republicans unless Van de Putte was able to make it to the chamber.
She didn't show and Lucio voted with his party, despite his support for the bill.
If the abortion restrictions go down, though, other measure could also fall with it. A proposal to fund major transportation projects as well as a bill to have Texas more closely conform with a recent U.S. Supreme Court decision banning mandatory sentences of life in prison without parole for offenders younger than 18 might not get votes. Current state law only allows a life sentence without parole for 17-year-olds convicted of capital murder.
Watson said Democrats are willing to pass the transportation and 17-year-old sentencing measures but won't budge on abortion.
"Let's get those up, let's get those out of here," Watson said. "Let's not make these victims of red-meat politics."
Patrick said that if the filibuster succeeds, he hopes Perry will summon lawmakers back for a second or even third special session.
"If the majority can't pass the legislation that they believe is important and the people believe is important," he said, "than that's of great concern to me."

LOS ANGELES (AP) ? Banks are increasingly extending auto-loan financing to borrowers with less-than-sterling credit, a trend that's contributing to a higher rate of missed loan payments.
The rate of U.S. auto-loan payments late by 60 days or more rose to 0.88 percent in the first three months of the year, credit reporting agency TransUnion said Tuesday.
That's up from 0.82 percent in the first quarter last year, but down from 1 percent in the last three months of 2012, the firm said.
Among subprime borrowers, or those whom lenders deem a higher credit risk because of their track record of managing debt, the delinquency rate jumped to 5.5 percent in the first quarter from 5.09 percent a year earlier.
Steady job gains, low interest rates and improving consumer confidence have helped spur U.S. sales of cars and trucks. Many Americans are moving to replace older vehicles after holding back on purchases for several years following the last recession. Vehicle sales climbed 8 percent in May to 1.4 million.
Lenders have responded, making loans available to more borrowers, even those with less-than-perfect credit.
"Lenders have determined that their portfolios can handle additional risk at this point in the business cycle," said Peter Turek, automotive vice president at TransUnion.
As lenders continue to increase financing to high-risk borrowers, there's a greater chance those borrowers could fall behind on payments, Turek added.
Subprime borrowers accounted for 15 percent of all U.S. auto loans in the first quarter, unchanged from a year earlier. That share of all auto loans remains smaller than it was in the first three months of 2009, when subprime loans made up 20.3 percent of all auto loans, according to TransUnion.
All told, auto loan volume grew 6.1 percent in the first quarter versus the same period last year.
As lending has picked up, so have average balances on auto loans.
One reason for that is that banks are making more auto loans, which tend to have higher balances early on, as it typically takes several years for borrowers to pay them down.
For the January-March period, the average balance of a U.S. auto loan was $13,260, up 4 percent from $12,755 in the same period last year, the firm said.
Among subprime borrowers, the average auto loan balance grew 6.6 percent to $12,006 in the first quarter.

The discovery of the molecule and the results of the subsequent memory tests in mice were published in eLife, an online scientific open-access journal, on May 28, 2013.
In one memory test included in the study, normal mice were able to relocate a submerged platform about three times faster after receiving injections of the potent chemical than mice that received sham injections.
The mice that received the chemical also better remembered cues associated with unpleasant stimuli -- the sort of fear conditioning that could help a mouse avoid being preyed upon.
Notably, the findings suggest that despite what would seem to be the importance of having the best biochemical mechanisms to maximize the power of memory, evolution does not seem to have provided them, Walter said.
"It appears that the process of evolution has not optimized memory consolidation; otherwise I don't think we could have improved upon it the way we did in our study with normal, healthy mice," Walter said.
The memory-boosting chemical was singled out from among 100,000 chemicals screened at the Small Molecule Discovery Center at UCSF for their potential to perturb a protective biochemical pathway within cells that is activated when cells are unable to keep up with the need to fold proteins into their working forms.
However, UCSF postdoctoral fellow Carmela Sidrauski, PhD, discovered that the chemical acts within the cell beyond the biochemical pathway that activates this unfolded protein response, to more broadly impact what's known as the integrated stress response. In this response, several biochemical pathways converge on a single molecular lynchpin, a protein called eIF2 alpha.
Scientists have known that in organisms ranging in complexity from yeast to humans different kinds of cellular stress -- a backlog of unfolded proteins, DNA-damaging UV light, a shortage of the amino acid building blocks needed to make protein, viral infection, iron deficiency -- trigger different enzymes to act downstream to switch off eIF2 alpha.
"Among other things, the inactivation of eIF2 alpha is a brake on memory consolidation," Walter said, perhaps an evolutionary consequence of a cell or organism becoming better able to adapt in other ways.
Turning off eIF2 alpha dials down production of most proteins, some of which may be needed for memory formation, Walter said. But eIF2 alpha inactivation also ramps up production of a few key proteins that help cells cope with stress.
Study co-author Nahum Sonenberg, PhD, of McGill University previously linked memory and eIF2 alpha in genetic studies of mice, and his lab group also conducted the memory tests for the current study.
The chemical identified by the UCSF researchers is called ISRIB, which stands for integrated stress response inhibitor. ISRIB counters the effects of eIF2 alpha inactivation inside cells, the researchers found.
"ISRIB shows good pharmacokinetic properties [how a drug is absorbed, distributed and eliminated], readily crosses the blood-brain barrier, and exhibits no overt toxicity in mice, which makes it very useful for studies in mice," Walter said. These properties also indicate that ISRIB might serve as a good starting point for human drug development, according to Walter.
Walter said he is looking for scientists to collaborate with in new studies of cognition and memory in mouse models of neurodegenerative diseases and aging, using ISRIB or related molecules.
In addition, chemicals such as ISRIB could play a role in fighting cancers, which take advantage of stress responses to fuel their own growth, Walter said. Walter already is exploring ways to manipulate the unfolded protein response to inhibit tumor growth, based on his earlier discoveries.
At a more basic level, Walter said, he and other scientists can now use ISRIB to learn more about the role of the unfolded protein response and the integrated stress response in disease and normal physiology.

NASA's Kepler mission is searching for Earth-like planets by looking for them to cross the face of alien stars.

NASA's Kepler spacecraft has spotted 503 new potential alien worlds, some of which may be capable of supporting life as we know it.
"Some of these new planet candidates are small, and some reside in the habitable zone?of their stars, but much work remains to be done to verify these results," Kepler mission manager Roger Hunter, of NASA's Ames Research Center in Moffett Field, Calif., wrote in an update on June 7.
The latest haul brings Kepler's tally of exoplanet candidates to 3,216. Just 132 of them have been confirmed by follow-up observations to date, but mission scientists expect at least 90 percent will end up being the real deal. [7 Greatest Kepler Discoveries (So Far)]
The new finds were pulled from observations Kepler made during its first three years of operation, from May 2009 to March 2012, researchers said. The telescope hasn't done any planet hunting since being hobbled by a failure in its orientation-maintaining system last month.
Uncertain future
The $600 million Kepler spacecraft?launched in March 2009, kicking off a 3.5-year mission to determine how common Earth-like planets are throughout the Milky Way galaxy.
Kepler spots exoplanets?by detecting the tiny brightness dips caused when they pass in front of their stars' faces from the instrument's perspective. The observatory does this precision work by staying locked onto 150,000-plus target stars using three gyroscope-like devices called reaction wheels.
Kepler launched with four functioning reaction wheels ? three for immediate use and one spare. But one wheel, known as No. 2, failed in July 2012. And a second (No. 4) gave up the ghost last month, robbing the spacecraft of its precision pointing ability.
If at least one of the failed wheels cannot be recovered, Kepler's planet-hunting days are almost certainly over and a new mission will have to be drawn up for the spacecraft.
Engineers have identified a number of tests that could help gauge the likelihood of bringing back the balky wheels, Hunter said. They're currently developing these commands on the Kepler testbed at Ball Aerospace in Boulder, Colo., where the spacecraft was built.
"It will likely be several weeks before they are ready to implement the commands on the reaction wheels aboard the spacecraft," Hunter wrote in the June 7 update. "We will continue to provide updates on significant changes as these plans develop and mature."
More finds to come
Whether or not Kepler can get healthy again, the mission's exoplanet finds will keep rolling in for years to come, researchers say.
Kepler has collected huge amounts of data, and team members have had time to go through just about half of it so far.
"We have excellent data for an additional two years," Kepler principal investigator Bill Borucki, also of NASA Ames, told reporters last month. "So I think the most interesting, exciting discoveries are coming in the next two years."

SAN JOSE, Calif. (AP) ? President Barack Obama on Friday encouraged the uninsured or those paying high prices for health insurance to sign up for coverage under his health care law and urged opponents to stop wasting time continuing to fighting its implementation.
Obama used a trip to California to highlight how the state is implementing the Affordable Care Act and rebut continuing criticism over his signature legislative achievement. He touted an effort in the state to recruit Hispanics in particular to the health care exchanges that are being created to help millions of now-uninsured consumers afford coverage.
"The main message I want for Californians and people all across the country, starting on Oct. 1, if you're in the individual market, you can get a better deal," Obama said. He said California's online marketplace will allow consumers to shop for private insurance "just like you were going online to compare cars or airline tickets."
California has the country's biggest insurance market and, with 6 million uninsured residents, it is a crucial part of Obama's effort to get consumers to sign up for coverage. Thirteen insurance companies will be offering multiple health plans that vary in coverage and price through California's exchange, even in some of the most rural regions of the state.
In many states, Republican governments are opposing the law's implementation and are leaving oversight of the exchanges to the federal government. Obama noted that the House has voted 37 times to repeal the health care law.
"My suggestion to them has been, let's stop re-fighting the old battles and start working with people like the leaders who are on stage here today to make this law work the way it's supposed to," he said.
"You can listen to a bunch of political talk out there, negative ads and fear-mongering geared toward the next election, or alternatively you can actually look at what's happening in states like California right now," Obama said.
The president said there would be "glitches" and "hiccups" in getting the system up and running. He said current premium increases Americans may experience are not a result of the law, but the result of employers shifting costs to workers or insurers "jacking up prices unnecessarily."
Getting young people to enroll through the exchanges also is critical; they cost insurers less money because they tend to have the best health and don't require a lot of costly medical care.
The Obama administration is looking for about 7 million people to enroll through the exchanges, and 2.6 million of them need to be younger in order to keep costs down for the overall pool of enrollees, White House officials said. Nearly one-third of these young people live in three states: California, Texas and Florida.
Among the private entities working with the state of California to promote enrollment are the Spanish-language TV networks Telemundo and Univision. The White House says the law will give more than 10 million uninsured Latinos across the country the opportunity to afford health insurance coverage.
Obama arrived in California on Thursday evening to attend fundraisers in Palo Alto and Portola Valley to help Senate Democratic candidates.
The fundraising continued Friday with Obama's attendance at a Democratic National Committee lunch and reception for a total of about 130 people at the Santa Monica home of Peter Chernin, officials said. Chernin is a former News Corp. executive and a longtime Obama supporter. Tickets for both events ranged from $10,000 to $32,400.
Obama began by noting that Chernin had given a "pretty exhaustive summary" of the president's first-term accomplishments and the issues pending in his current term.
"I'm not sure I've got a lot to add and yet I feel obligated, since you guys wrote these big checks to the DNC, to say something," Obama joked. He then spoke for another 16 minutes about overcoming government gridlock, working with Republicans, electing more Democrats to Congress and other issues.
"I've run my last campaign so all I care about right now is governance and getting things right so that I can look back at this time, where I had this incredible privilege of leading this country, and say this country is better because of my tenure," Obama said. "That's all I care about."
Afterward, Obama was headed to Rancho Mirage to meet with China's president.
