Acer's Chromebook takes Google's latest head-on

The Acer Chromebook C720.

The netbook may be dead, but the Chromebook lives on. Acer has released a new lightweight laptop that runs Google's Chrome OS, and it's specced to take on Google and HP's own new Chromebook, announced earlier this week.

Acer's $249 C720 is the same size at the $279 Chromebook 11, and both have a similar 11.6-inch 1,366 x 768 display. The Acer is thicker by a few millimeters and half a pound heavier, but they're both thin and light compared with an ordinary laptop. 

So far, so similar, but the Acer begins to depart (slightly) when it comes to the internals. It uses an Intel Celeron 2955U processor, which should be faster and yet less power-hungry than the ARM-based HP device (the company claims 8 hours of battery life, over the HP's six). The Acer also has 4 GB of RAM to the HP's 2 GB — meaning you're less likely to see things slow down when you have a dozen tabs and documents open. It also has an HD webcam where HP users would have to make do with SD.

Which of these two models works better in person will have to be determined by a hands-on test; we'll see about getting our hands on them and then let you know whether the differences really stand out. If you're convinced the Acer is worth the money, however, you can pre-order it at Amazon right now.

The Art of War: Hands-on with Total War: Rome 2

In a recent introduction to the more civilised side of Total War: Rome 2 we looked at how diplomacy and manipulation can win you allies without a single drop of blood being spilt. We also explored the benefits of effective territory control and learned how to discern a willing trade partner from an arrogant ambassador.

All useful stuff, but honeyed words and devious machinations will only take you so far and while the pen can indeed be mightier than the sword, nothing proves a point quite like a gladius through the gullet.

Playing through the opening hours that form the prologue of Total War: Rome 2, it?s apparent that there are many reasons to mount your enemy?s head on a spike and an even greater number of opportunities to do so. City defence, border expansion, senate missions and civil insurgence must all be effectively managed as the prologue teaches you to tend to military affairs both at home and abroad.

The opening level puts you in charge of a well ordered but inexperienced company of soldiers. They are led by Tribune Gaius Fulvius Silanus, a commander of a grain store who is more accustomed to defending his rural outpost during minor skirmishes than charging headlong into battle. Nonetheless, it is up to Silanus to march his men to the aid of his compatriots who are under siege by a vast number of Samnite soldiers.

As you might expect, this first mission is a hand-holding exercise designed to teach you the basics of battlefield management and troop control. However, there are a number of fundamental concepts introduced here that form the basis of more complex strategies later on. The advantages of moving troops quietly through a forest in order to ambush an enemy or of maintaining the higher ground during a skirmish are key lessons that you?ll draw on time and time again.

As the prologue progresses, these early lessons become an ingrained part of your battle strategy. Manoeuvring individual legions to outflank an enemy is often more effective than spamming them head-on with your entire force. Conversely, leaving your own flanks undefended can easily result in you snatching humiliating defeat from the jaws of certain victory.

Unsurprisingly, the fewer casualties you take during a conflict the better, but not just for your own sense of pride. Replenishing an army can be an expensive business and so a poorly managed skin-of-your-teeth victory can prove almost as costly as outright defeat. In this way, Rome 2?s economics extend into battlefield management as a smarter victory means more money to spend on improving your armies rather than simply propping them up.

A host of technologies, edicts, and city improvements can further enhance your army?s combat prowess.? These cost money and time to come to fruition and so it can be beneficial to accept one of the many optional missions set by the senate to help boost the coffers. From the very beginning, Rome 2 advises patience and warns that recklessly rampaging through the campaign map can leave you overstretched and exposed to counterattack.

Likewise, out on the battlefield it can be tempting to thunder over a hillside to sweep aside enemy skirmishers with your cavalry but you must be mindful of the spearmen that might be lying in wait just out of sight over the crest of the hill. Even very early battles have the potential to ebb and flow as you gain ground before ordering a tactical retreat to regroup. It?s immensely satisfying to enact a battle plan and emerge with minimal casualties due to cunning rather than because of sheer force of numbers.

As armies and their commanders survive multiple battles they gain bonuses and traits based on their actions. Experience points can be spent to boost a commander?s authority, cunning or zeal, which brings with it a suite of unique abilities. Similarly, attributing a Tradition to a legion allows it to specialise in training accomplished skirmishes, artillery experts or formidable fighters. This further individualises your army, informs your battle tactics and strengthens your connection to your troops.

Politicking plays a major role in Total War: Rome 2 but Creative Assembly is also ensuring that a keen mind will serve you as well on the battlefield as it does in the senate. Ultimately, brute force will win you a battle or two but it?s cunning and guile that will better serve you in the long run as you seek to further the glory of mighty Rome.

Chinese man hurt in crash sues Asiana

SAN FRANCISCO - A Chinese professor who was seriously injured in the Asiana Airlines crash has filed a $5 million lawsuit against the carrier in San Francisco federal court.

Zhengheng Xie, whose lawsuit was filed Monday, is filing under an exemption in an international treaty that limits legal actions by foreigners.

The San Jose Mercury News reports the treaty would have limited Xie's legal settlement to no more than $135,000 in China, where he is from, or South Korea, where Asiana is based.

But Xie's son purchased his father's round-trip ticket in the United States, making it an exception to the treaty. That gives Xie the right to sue Asiana in the United States

The July 6 crash left three passengers dead and 180 injured.

Lakeland Mayor Fields Differs on Scope of LPD Advisory Panel

And most city commissioners agreed, but not the panel's creator.

Mayor Gow Fields, who personally organized the advisory panel, handpicking its members, told The Ledger this week that any examination of the two administrators would fall outside of the panel's scope.

"They won't investigate what they (Thomas and Womack) knew and failed to do," Fields said. "If the City Commission wants Doug and Lisa investigated, then that's their role."

City Commissioner Phillip Walker echoed Fields' comments.

"We're the ones who are in charge of Doug," Walker said.

But Commissioners Howard Wiggs, Keith Merritt, Don Selvage and Edie Yates said the panel should be allowed to question and investigate Thomas and Womack if the inquiry takes them in that direction.

They should face tough questions, Selvage said, such as how the widespread sexual misconduct that led to the panel's task could have lasted so long without their knowledge.

"I'm sure they (Thomas and Womack) are asking themselves that," Selvage said.

Fields organized the panel this month, calling it a "vehicle for citizen involvement," in response to revelations of widespread sexual misconduct at LPD that, according to city officials, went on for more than a decade and involved other city departments.

Through a series of resignations, the panel has dropped from 15 to nine members. Fields asked it to consider what he described as a narrow set of questions:

"Does the city and Police Department have the appropriate processes in place to address current challenges? What can be done to improve the culture within the LPD? What can be done to improve citizen trust?"

Bruce Abels, the retired president of Saddle Creek Corp., whom the panel chose as co-chair last week, said Fields asked them to examine the city government as a whole, but it should train its eye initially on LPD. Womack and Thomas are "certainly not off limits."

"Anything we look at, we're going to look at what the chief did or didn't do, or the city manager did or didn't do," he said. But, Abels added, "I don't think we're in the position to give them a job evaluation."

Katrina Lunsford, a Fifth Third Bank vice president picked for the panel, said she expected Thomas and Womack to be included in the inquiry.

"Quite naturally, the scope would look at current leadership," Lunsford said. "You can't dismiss leadership from this experience."

Jim Sewell, a retired assistant commissioner of the Florida Department of Law Enforcement, said panel members still have work to do in getting their hands around the specifics of their job. Examining Thomas and Womack could be part of their work, he said, "but (what) we want to make sure is that it's not a witch hunt for anyone."

"We have to get some answers before we say, 'Yes we are' and 'No we're not.' There may be times we go back to the mayor and commission and (ask) ? is this in our charge?" he said. "It's fair to say, 'We need to look into this.'?"

Panel member Frank O'Reilly, former Lakeland mayor and School Board member, said he wants to take a broader approach to the task to avoid micromanaging City Hall or LPD.

"We don't need to get into the nitty-gritty," O'Reilly said.

He said it's already apparent Thomas needs to change his leadership style.

O'Reilly suggested Thomas and possibly Fields speak with officers on a quarterly basis to ensure they will come forward in the future if there are issues.

The former mayor said he and former City Manager Gene Strickland met with officers regularly.

"Gene had tremendous rapport with the officers," O'Reilly said. "That's what city managers do.

"Doug Thomas has to take the lead on this thing."

Panel member Paul Roberts said it's too early to tell what the committee will investigate at LPD.

The former Polk County Sheriff's deputy and Winter Haven police officer, who is now a Lakeland High School teacher, said he wants to look at how city officials responded to regulations and rules. And the advisory panel is there to provide a different perspective than LPD or city officials.

"Is there anything we can see that the city manager's office or LPD isn't seeing?" Roberts asked.

Panel members Rick Garcia, Myra Bryant, Tim Jackson and Mary Smith could not be reached.

LIMITED SCOPE?

The lone city commissioner opposed to the panel is Wiggs, who said he can't support its current format because of its limited scope. He said he plans to address other issues he has with the group at the commission's Monday agenda study meeting at 7:30 a.m. at City Hall.

Wiggs, who is running for mayor against Fields, said he has heard from too many residents who think city commissioners should be investigating and making necessary changes to LPD.

Tasking an advisory panel to examine the department suggests there's "disunity" in the way the city is handling the problem.

"Many people have said, 'Why is the city abdicating responsibility when ultimately it comes back to you anyway?'?" Wiggs said.

"This is something that affects the entire community, yet there is no unity because of the way it is structured."

Fields disagreed the city commission is ceding any of its duties to the panel. He likened the panel's role to that of the Lakeland Downtown Development Authority, which makes recommendations to the commission.

"Ultimately, the City Commission is responsible," he said.

Two other commissioners said they want some clarity.

Merritt said he wants it made clear the advisory panel is reporting to the City Commission ? not the city manager. He said he also expects the panel to investigate anyone at city hall if its members deem it necessary.

Yates agreed.

"Anything that comes to their attention, certainly the city will listen to them," she said.

Commissioner Justin Troller did not return a phone message.

RANGE OF ISSUES

Ledger interviews with panel members and city commissioners showed each has his or her own ideas about what should come out of the advisory group's work.

Selvage wants recommendations from the panel on how to make the Police Department and City Hall more transparent.

Whether it's a recommendation for a city ombudsman who assists with complaints about the city, or a change in leadership style, Selvage said commissioners will ultimately decide any changes that must be made.

"Some are saying we're avoiding hard decisions," he said.

"But it will have to be the city that solves this."

Abels said he has basic concerns over how the panel will carry out its legwork.

"This isn't like a congressional investigation where we have a large staff," he said. "We're just going to have to look at that.

"We're making this up as we go along. But unfortunately, none of us do this for a living."

Abels said he thinks part of their task is determining why the misconduct happened. The department might have policies, but it didn't stop problems from happening. "Why these people did what they did, (that's) very hard, and I don't know we'll ever have an answer."

There are some questions the panel will have to take up concerning LPD crime analyst Sue Eberle, the woman at the center of the sexual misconduct allegations, and whether, as Abels put it, she was "truly part of the problem."

"I am not ready to rush to judgment," Abels said. "But the number of people involved with her over what's apparently 12 to 13 years certainly gives one significant reasons to wonder."

At the panel's first meeting, Sewell, the former FDLE second-in-command, gave the most concrete outline of areas it could examine.

He suggested looking at how LPD "acculturates" its officers to stated values and how it makes those values "living and breathing." He suggested they look into training; report writing; and how quickly officers finish reports, as well as "what the field training officers do to support that."

At the panel's first meeting, he also mentioned looking into management and supervision "because you had supervisors involved in some of these issues. What were the gaps that occurred that allowed that to happen, and how do we fix them?"

Sewell said he also plans to suggest that the commission place all the documents it requests and reviews online for the public to review.

"It makes sense," he said. "Transparency is important."

CLEVELAND (AP) ? A man pleaded not guilty Wednesday to kidnapping and killing three women whose bodies were found wrapped in trash bags earlier this month.

Michael Madison, 35, appeared via a video feed from jail for his arraignment, for which he was handcuffed and wearing orange jail scrubs. When the judge asked him how he was, Madison answered, "I've been better."

The judge continued his $6 million bond and said she would appoint two attorneys to represent him. A pretrial hearing was set for Tuesday morning.

Madison is facing six charges of aggravated murder, two for each victim under different killing theories. He's also charged with three counts of kidnapping, three counts of gross abuse of a corpse, one count of rape and one count of weapon possession by an ex-convict.

East Cleveland police found one body July 19 when a caller reported a foul smell coming from a garage. Two more bodies were found the next day.

Madison was arrested in the deaths of Shirellda H. Terry, 18, Angela H. Deskins, 38, and Shetisha D. Sheeley, 28. The medical examiner said Terry and Deskins were strangled and Sheeley died of "homicidal violence by unspecified means."

The indictment said Madison raped Terry between July 10 and July 19. She was last seen July 10 leaving a Cleveland elementary school where she had a summer job.

Madison was classified as a sex offender in 2002, when he was sentenced to four years in prison for attempted rape, according to Cuyahoga County court records. He had previous convictions in 2000 and 2001 for drug-related charges.

The mayor of East Cleveland said Madison indicated he might have been influenced by Cleveland serial killer Anthony Sowell, who was convicted in 2011 of killing 11 women and sentenced to death. His case is under appeal.

Sowell was arrested after a woman escaped from his house in 2009 and said she had been raped there. Police found the mostly nude bodies in garbage bags and plastic sheets throughout his property.

In another case of violence against women in the Cleveland area, three women who separately vanished a decade ago escaped to freedom from Ariel Castro's house on May 6 when one kicked out part of a door and yelled to neighbors for help.

Castro, 53, who was arrested within hours, pleaded guilty Friday to 937 counts in a deal which sends him to prison for life without parole, plus 1,000 years. Prosecutors agreed to take a possible death penalty charge off the table. He is scheduled for sentencing Thursday.

PSA Windows Phones without GDR2 lose sync for new Google accounts tomorrow

Windows Phone users who want to use Google Sync for contact and calendar integration had better act quickly: today is the last day that they can link their handsets to the service before Google pulls the plug. From August 1st onwards, Google Sync will only work on a given Windows Phone if it's already configured. The GDR 2 upgrade keeps syncing alive through CalDAV and CardDAV support, although many users could go without that support for some time -- to date, Americans can only see the OS refresh on the HTC 8XT, Lumia 520, Lumia 925 and Lumia 1020. If you're not in that group and miss the Google Sync deadline, you'll just have to sit tight while Microsoft finishes rolling out the GDR 2 update this summer.

It has just been a little over a month since Samsung announced a slew of new devices at its Premiere event and already word is circulating as to what the company has planned for the coming weeks. Hardware rumor source evleaks gives a glimpse of two new devices that could very well be the highest resolution Android tablets in the market to date.

The SM-P900 is rumored to be running on Samsung?s new Exynos 5 Octa chip and boasting a resolution of 2560?1600 on a 12.2-inch display. It also comes with the Wacom-powered ?S Pen? stylus, suggesting that it could be part of the Galaxy Note family of devices. If proven true, the P900 will be Samsung?s largest Android device, if one doesn?t take into account the recently announced ATIV Q, an Intel-based tablet/laptop hybrid that runs both Windows 8 and Android side-by-side.

The second device, the SM-P600, also sports a similar 2560?1600 resolution but on a smaller 10-inch display. And unlike the P900, the P600 is rumored to be running on a quad-core Snapdragon 800 CPU, giving it clock speeds of up to 2.3 GHz. There is also no S-Pen stylus included with the tablet. The size of the tablet suggests that it could be a successor to the Nexus 10, which sounds reasonable considering the recent announcement of the new Nexus 7, which is manufactured by rival company ASUS.

Like many rumors, there is no word on when these devices would be revealed. However, it is likely that Samsung will time the announcement with the IFA consumer electronics trade show in Berlin next month.

Talking with Dr. Oz about Israel, Islam and lust

I love exploring places I?ve never been before, but this takes it to a whole new level, the honor of visiting the holy land. It?s difficult to understand the challenges and opportunities we face in the world without understanding the Middle East. I?ve been to the surrounding countries, including my parents? homeland of Turkey, and Jordan, Egypt and Cyprus. But it?s fun to come to the very center of it all.

And what?s the essential reason, aside from my driving you crazy about it for years, that you?re coming to visit Israel?
My family and I are visiting Israel, the ancestral homeland of the Jewish people, in an effort to better understand the source of the universal Jewish values that have so positively impacted on the world and the place from which they stem.

Given that Israel is a controversial country, and you are a mainstream American TV host with a worldwide audience, were you concerned about being pulled into political controversy?
As a healer I would love to contribute whatever I can to ease suffering of those caught in the current conflicts. So I don?t mind the risks entailed in this trip. Nevertheless, my primary purpose is to examine our shared values which holds huge potential to helping people make sense of what is going on in the Middle East.

When you say ?our? shared values, whom do you mean?
Jews, Muslims, Christians, all of us. The values that all of us pray will be held by our children as they build a better future.

You are arguably, given the global reach of your TV show, the world?s most famous non head-ofstate Muslim personality. What does that mean for you in terms of your close friendship with the Jewish community and your first visit to the Jewish state?
My close bond to my Jewish friends offers a huge opportunity to tell the story of how we can all thrive through the wisdom of others. My father, who is a surgeon, was trained by the top Jewish physicians in the world who had fled Europe during the Second World War. They passed their wisdom to him and he shared this knowledge to later generations of surgeons of every belief, including myself. Those of us blessed to be part of a heritage this rich have an obligation to serve as the ballast of the ship of society which is currently traveling into troubled waters.

Speaking of ships in troubled waters, you are also one of the Turkey?s most famous celebrities even though you are an American who lives in New Jersey. Can you address some of the recent tensions between two peoples who have heretofore been close strategic allies?
?The symmetry of Israelis and Turks dwarfs any differences. I speak for many in Turkey who treasure our long friendship with Israel and remain optimistic that there is a path for reconciliation based on our shared values.

What similarities, if any, do you see between Judaism and Islam?
Very similar traditions, theologies and rituals. Of all our shared values, the most important to me, as a healer, is that ?If you don?t nurture yourself, you cannot share your health with others.? We need to love ourselves so we can love our fellow human beings.

What are your thoughts on the Arab-Israeli conflict?
I often think we?re arguing about crumbs rather than focusing on building [a] bigger pie. There?s so much opportunity that I see throughout my travels in the Middle East, and the biggest resource by far are the people. Not the oil, or the land, but the people.

You recently met Dr. Miriam and Sheldon Adelson when you were all honored by our organization This World: The Values Network, for promoting universal Jewish values. After I interviewed you and Lisa on stage and you said you had not visited Israel, they immediately offered to make the trip possible. What is your impression of them?
I appreciate their passion in getting friends of the Jewish people to visit Israel, myself included. I am incredibly impressed by their intellect, generosity and wisdom. I spoke to Dr. Adelson at length about her vision for changing how we help troubled youth around the world. She wants to invest in kids because they are our future and always will be. I look forward to visiting her addiction clinic in Tel Aviv where she helps people who have fallen prey to addictive behavior as they try and cope with the challenges of life. I applaud Mr. Adelson for being wise enough to marry such a wise woman and brilliant physician. And by the way, Sheldon?s not so bad himself.

Why have you and I spent most of the plane trip talking about my upcoming book on lust?
As I watched your wife Debbie fall asleep as she read the final draft of your newest book, I could not help...but to ask why you, Shmuley, think that love is the death of marriage, and has to be replaced by lust? I?m intrigued to learn about how so many of us have lost the true sense of eroticism in healthy, sustained, monogamous relationships. And I speak as someone with 28 years of a track record in that area.

Debbie still hasn?t awoken from the book-induced coma. She follows your advice that it?s best to use natural remedies for sleep. But if you want to find out more about the book, Mehmet, you?re going to have to buy it. It?s not included in the price of the flight.

Check out this Game Boy emulator running on a Google Chromecast

Google?s Chromecast media-streaming device is just a few days old, so developers are just beginning to figure out what the device is capable of. In the next few weeks, it?s likely that curious hackers are going to begin doing things that not even Google imagined was capable.

Google didn?t say anything about games when it introduced the device and instead focused on Chromecast?s video-playing features, but that didn?t prevent?Reddit user Brraaains?from immediately getting a Game Boy emulator running on his Chromecast.

Brraains posted a video of him playing a Game Boy game on his TV using the tiny Google media dongle. It?s just a proof of concept, but it works and opens up the possibility of other gaming-related functionality through the tiny HDMI stick.

The developer hosted a basic Game Boy emulator on a website and booted it up using his Chromecast extension for his PC?s Chrome browser. The code automatically began streaming to his television. He released the code on Github along with instructions on how to get the Game Boy emulator running on Chromecast.

It?s hard to see in the video ? especially with the cat in the way ? but the frame rate apparently dips in spots, but the developer claims he didn?t notice any lag between when he pushed the button and when he saw the corresponding action on the screen.

?From what I remember ? it was 2 a.m. ? it?s pretty instantaneous,? Brraaains wrote in a Reddit post. ?I?was surprised by how well it performed.?

This experiment also proves that it is a misnomer to call the Chromecast a ?streaming device? because it is capable of running code natively.

?The emulator is running on the Chromecast,? the developer wrote. ?The Chromecast executes the Javascript and HTML required to run the emulator. The client running on the PC just tells the emulator running on the Chromecast what to do. Go right, press A, or press B.?

It?s unlikely that anyone would want to play Game Boy games like this, but it just shows what is possible. A Chromecast only costs $35, so tons of developers are gonna have them and want to see what they are capable of. It?s interesting to see what is possible after only a few days.

Stocks dipped in opening trading on Monday as investors hesitated to jump in ahead of a Federal Reserve meeting and another heavy week for quarterly earnings reports.

The Dow Jones Industrial Average was 32 points lower in early morning action, dragged by Boeing, after posting a fifth-consecutive weekly rally last week.

The S&P 500 and the Nasdaq also declined at the open. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, traded below 13.

Most key S&P sectors opened in the red, led by financials and industrials.

About one-fifth of the S&P 500 companies report earnings in the coming week. About half of the S&P 500 has reported earnings so far, with 68 percent beating earnings estimates, and 56 percent topping revenue forecasts, according to data from Thomson Reuters.

On the economic front, pending home sales data were being reported later on Monday.

However, market attention will mostly be on the Federal Reserve's two-day meeting, which starts on Tuesday and may give an indication of when the central bank's massive asset purchase program will be tailed back. The Bank of England and the European Central Bank will also meet this week.

"All of them are expected to touch on the subject of forward guidance, albeit to various extents," Credit Agricole analysts wrote in a research note. "The clarity of the symphony will determine the level of support to the risk appetite. Should any of them be more explicit (continuing its stimulus policies) about forward guidance, the market can be expected to react in a positive way."

The gross domestic product for the second quarter will be reported on Wednesday and the key payrolls report on Friday.

In Europe, shares traded higher after French food group Danone posted better-than-expected second-quarter revenue. However, shares of Dutch delivery firm TNT fell after it reported a second-quarter operating loss, and Ryanair shares dropped after the budget airline kept its forecast for full-year net profit, but warned of a tough market.

European markets were also lifted by the announcement of a $35.1 billion merger between the world's second and third biggest advertising agencies, U.S.-headquartered Omnicom and France's Publicis.

Earlier, Asian equity markets declined across the board, as renewed fears of an economic slowdown in China hindered gains. Japanese stocks fell to a new four-week low on the back of the strengthening yen. The dollar-yen hit a new one-month low of 97.61 leading to a sell-off across the export-heavy Nikkei index.

Oppo confirms new NLens series to challenge Samsung's Galaxy Camera

We were a bit skeptical when Android Authority claimed earlier this month that Oppo's developing a camera-centric device, but as it turns out, this is really happening! Today, a company representative confirmed to us the name of Oppo's new product line: N-Lens. The focus here will obviously be on photography, and it'll apparently be the "most important flagship series for Oppo going forward." Luckily, the cellular part is here to stay, so these N-Lens cameras -- likely powered by Android -- will be connected; but we're not sure whether you can also make phone calls with them.

No further details were provided (especially not a release date), but Android Authority's scoop already gives a rough idea on what to expect: a high-resolution camera with great low-light performance. You can also just about see the above slide referring to the "Samsung Galaxy Camera" (which has since been superseded by the Galaxy S4 Zoom), so Oppo seems keen to ride on this wave started by the Korean giant. If you want, it's a bit like how the Chinese company spotted the upward trend in local girls taking selfies early on, which led to the Ulike 2 with its 5-megapixel front-facing camera. But of course, with the arrival of Nokia's Lumia 1020, it's not going to be an easy fight.

Radio, TV personality David 'Kidd' Kraddick dies

David "Kidd" Kraddick, the high-octane radio and TV host of the "Kidd Kraddick in the Morning" show heard on dozens of U.S. radio stations, has died at a charity golf event near New Orleans, a publicist said. Kraddick was 53.

The Texas-based radio and television personality, whose program is syndicated by YEA Networks, died at his Kidd's Kids charity function in the New Orleans suburb of Gretna on Saturday, said publicist Ladd Biro in releasing a network statement.

"He died doing what he loved," said Biro, of the public relations firm Champion Management, speaking with AP by phone early Sunday. He said he had no further details on the death.

The "Kidd Kraddick in the Morning" show is heard on more than 75 Top 40 and Hot AC radio stations and is a leader among most-listened-to contemporary morning programs, Biro said. The radio program also is transmitted globally on American Forces Radio Network while the show's cast is also seen weeknights on the nationally syndicated TV show "Dish Nation," he added.

"All of us with YEA Networks and the "Kidd Kraddick in the Morning" crew are heartbroken over the loss of our dear friend and leader," the network statement said. "Kidd devoted his life to making people smile every morning, and for 21 years his foundation has been dedicated to bringing joy to thousands of chronically and terminally ill children."

"He died doing what he loved, and his final day was spent selflessly focused on those special children that meant the world to him," it added.

The Dallas Morning News reported Kraddick had been a staple in the Dallas market since 1984, starting in a late-night debut. The newspaper said he moved into morning show work by the early 1990s in that market and his show began to gain wider acclaim and entered into syndication by 2001 as he gained a following in cities nationwide.

Kraddick would have turned 54 on Aug. 22, according to Biro.

The network statement said the cause of death would be released "at the appropriate time."

Many fans, celebrities included, tweeted condolences and talked about the death on social media sites. One Texas radio station where he was a mainstay ran photographs on its website of Kraddick at the microphone.

Word of Kraddick's passing spread quickly via social media.

"RIP Kidd Kraddick. You were an amazing man and a friend. You are already missed," Dallas Mavericks owner Mark Cuban tweeted.

"Oh Man, I just heard Kidd Kraddick died! He's my childhood dj. What a sad day. His poor family. He was always nice 2 me from the beginning," singer Kelly Clarkson tweeted.

Joe Jonas of the Jonas Brothers, only recently announced as the headline act of a planned first-ever Kidd's Kids charity concert in Dallas next month, wrote: "The sad sad news about Kidd Kraddick is shocking. He will be missed greatly."

Richie Tomblin, described as the head golf professional at the Timberlane Country Club in Gretna on its website, told AP that Kraddick wasn't looking well when he saw him getting ready for Saturday's charity event.

"He came out and he borrowed my golf clubs and went out to the driving range," Tomblin told AP when contacted by phone. "It's kind of a freaky situation. He came out. He practiced a little bit. He hit the ball at the first tee and wasn't feeling good and after that I didn't see him."

Tomblin said the hundreds of amateur golfers taking part went ahead with the event Saturday. He added he only found out afterward that Kraddick had died and he was still shaken about it.

"I'm still trying to figure it out. I really don't know what happened. Everyone keeps texting me asking, 'What's going on?' I really don't know," said Tomblin.

He added he was reluctant to even touch the set of clubs Kraddick had borrowed Saturday for his practice swings.

Cambodian opposition challenges election results

PHNOM PENH, Cambodia (AP) ? Cambodia's opposition party said Monday it would challenge the results of a general election in which it made impressive gains even though the ruling party of Prime Minister Hun Sen retained power.

His Cambodian People's Party claimed victory in Sunday's polls though its 90-seat majority in the National Assembly shrunk to 68 seats. Provisional results showed the opposition Cambodia National Rescue Party took the remaining 55 seats, a major boost from the combined opposition total of 29 in the last parliament.

The results were a slap in the face for Hun Sen's government, but the CNRP said Monday it would push matters further. It said in a statement that voting was marked by huge irregularities, and it demanded a joint investigation committee be established, comprising representatives from the two parties, the National Election Committee, the United Nations and local and international NGOs.

"The Cambodia National Rescue Party will not accept the election results that we have heard because there are many irregularities that occurred during the election," party leader Sam Rainsy said.

Whatever its merits, the CNRP challenge would appear to be mostly bluster. Hun Sen's ruling party has control or dominating influence over all the state bureaucracy and the courts and will almost certainly affirm the CPP victory. Past appeals have not succeeded, and it was unclear what the opposition would do if its complaints were not sustained.

Foreign countries such as the United States, which had expressed doubts before the election about its fairness, are unlikely to pursue the point with enthusiasm. They have accepted the results of past elections with much more open intimidation and violence as fair enough, and will likely regard this year's results as a major step forward.

Critics alleged that the election process was heavily rigged. Rainsy's party and nonpartisan groups charged that the ruling party used the machinery of government and security forces in an unfair manner to reward or pressure voters.

They also said that voter registration procedures were badly flawed, possibly leaving more than 1 million people disenfranchised ? the point on which the CNRP is challenging the results. The independent Committee for Free and Fair Elections said Saturday that the ink with which voters were supposed to stain their fingers to prevent them from voting twice was not indelible as claimed.

The actual extent of voting irregularities was not clear, despite many anecdotal accounts spread on social media such as Twitter.

Hun Sen's party and the government-appointed National Election Committee said the election process was fair.

If the results stand, it would give the much beleaguered opposition a strong platform for future growth. However, a simple majority is sufficient for most legislative business, ensuring that the CPP can continue to administer the country much as it wishes, though with increased sensitivity to public opinion. The CPP has an overwhelming majority of local administration posts as well.

Hun Sen has been in power for 28 years and says he has no intention of stepping down soon. His authoritarian rule has given him a stranglehold over the state bureaucracy that makes challenges to his authority difficult to mount.

The general election was Cambodia's fifth since 1993, when the United Nations helped stage the country's first free polls since the 1975-79 genocidal rule of the Khmer Rouge and a subsequent period of civil war and one-party rule.

A pressing question is how Hun Sen will react to events. Mercurial in temperament, historically he has accepted neither defeat nor victory with good grace.

After his party ran second in 1993, Hun Sen insisted on being named co-prime minister, then ousted his partner in government four years later in a bloody coup. After election victories in later years, he showed a pattern of cracking down on critics.

Hun Sen, 60, has a reputation as a tough and wily survivor, starting with his defection from the Khmer Rouge to Vietnam, which after invading to oust the radical regime installed him first as foreign minister and later as prime minister.

Rainsy, 64, has long been the thorn in Hun Sen's side. He spent the Khmer Rouge years in France, where he was educated in economics and political science. As a member of a royalist party, he served as finance minister in the government elected in 1993, but was kicked out from his party and his post for his outspoken anti-corruption stand.

Rainsy founded his own party in 1995, and two years later he narrowly escaped being killed in a grenade attack on a rally he was leading. The perpetrators were never brought to justice but were suspected of being linked to Hun Sen's bodyguards.

Despite his party's good showing Sunday, Rainsy will be in an uncertain state. He was not allowed to run as a candidate or even vote in the election, because he missed the registration deadlines as he stayed abroad for almost four years to avoid a jail term for convictions that he said were politically motivated. He returned July 19 only after receiving a royal pardon at the behest of Hun Sen, his longtime and bitter rival.

The pardon was an evident effort by Hun Sen to appease critics of the election process, including the United States, who suggested that Rainsy's exclusion was a major sign that the polls would not be free and fair.

The CNRP showed its combative stance Sunday night, even as it was aware of its gains.

Rainsy had issued a statement early Sunday evening claiming victory, but later retracted it.

Rainsy's wife, Tioulong Saumura, a candidate in Phnom Penh, said she did not accept the ruling party's figures. Asked if she thought the CNRP won more than 55 seats, she replied: "Of course. Almost everywhere we lead. No way we have 55 and they have 68."

Initiation deaths in South Africa a health problem, doctor says

This is a grim time of year for a hospital in the rolling hills of South Africa?s Eastern Cape province, where mattresses are laid on floors to cope with the stream of young men with severe injuries from botched circumcisions at initiation ceremonies.

Some patients with amputations, a doctor says, were told by their handlers that their genitals would grow back, reflecting a fog of misinformation that makes it hard to stop what has become an annual health crisis.

It wasn?t supposed to be this way. The traditional ritual, which goes back centuries, is meant to usher youths into manhood, inculcating them with the responsibilities to become valued members of their community. Former South African President Nelson Mandela wrote about the spiritual meaning of his own circumcision in the same province where the Holy Cross Hospital is struggling to handle the influx of wounded males.

At least 60 males have died at initiation schools in eastern South Africa since the start of the initiation season in May, health officials confirmed. Thirty of them died in the Eastern Cape in the last six weeks, and 300 others were hospitalized with injuries.

Dingeman Rijken, a doctor at Holy Cross Hospital, has treated so many cases that he is campaigning for better practices at the ceremonies, circulating a training manual that calls for proper medical precautions. The manual contains graphic images of circumcisions and offers an ideal method of performing the procedure, which he?s shared with people involved in initiation ceremonies around Eastern Cape?s Pondoland region.

?It is becoming a psychological issue,? said Rijken, who has treated 140 initiates in the last year and admitted another 150 for serious injuries. ?I have had to tell eight boys this season that they?ve lost their glans or parts of their penis, so it is a health problem. We can?t run away from it, we need to address it.?

He said nurses struggle to keep up with the overflow of more than 68 initiates who were admitted in the last two weeks with badly infected genitals, dehydration or other serious injuries.

The worst of the injuries occurred after botched circumcisions performed by inexperienced traditional nurses, who use the same spear on multiple initiates without protecting against the spread of infections, then cover up wounds with tightly wrapped bandaging that cuts off blood supply to the area. After about 10 hours the genitals can become gangrenous and in some cases permanently damaged, but many initiates do not seek hospital treatment for another five to 10 days, Rijken said.

By this time very little can be done. Doctors cannot perform surgery because initiates suffer from sleep deprivation and dehydration and are not in a condition to give consent.

In minor cases, Rijken cleans off loose gangrenes around the affected area, bandages it and treats it with antibiotics, which eventually may result in a partial amputation of the penis. In more serious incidents, boys wait a period of one to six weeks until the entire organ falls off, he says.

Initiations are mostly practiced, though not exclusively, by the Xhosa tribe in eastern South Africa. Young males participate in the ritual as a formal preparation for adulthood, usually undergoing circumcision and survival tests in secluded sites outside their communities.

Most of the deaths in the Eastern Cape were in Pondoland, where the practice was banned in the 1820s by its then ruler, and then reintroduced in the last three decades as men who left their communities to work in mine fields were ostracized because they were not considered men if they were not circumcized, Rijken said, citing his research of its history.

Government legislation stipulates that participants should be at least 18, but parents can sign a consent allowing younger boys to participate. Rijken has monitored more than 60 ceremonies and rescued several injured boys, and says he sees initiates mostly between ages 14 and 17, but has treated boys as young as 12 who are too young to understand the implications of losing their male organ.

He said initiates rarely complain about pain because they fear being beaten by nurses and ridiculed by peers for not properly observing a tradition that encourages initiates to develop a tough demeanour. One patient had part of his injured penis ?yanked off? as punishment for complaining, and those who suffer penile amputations are frequently told by handlers that their penises would grow back, Rijken said.

?But that?s why we need to involve the community, to tell them it won?t grow back,? he said.

Like others who have spoken about the long-held tradition, Rijken believes it will take the combined effort of traditional leaders, provincial health departments and effective government regulation to end the killings and save the cultural practice, but he said it?s time the community is educated on the dangers.

?At a certain point if you see so many boys are dying, then it?s time to talk about it,? he said. ?We want people to do away with the secrecy and get the community involved.?

Florida hostage standoff leaves 7 dead

MIAMI -- Seven people were shot and killed at an apartment in a Miami suburb early Saturday, including the suspected gunman who was holding two hostages when a?SWAT?team moved in, police said.

The two hostages were rescued unharmed, Hialeah Police Sergeant Eddie Rodriguez told NBC News.

The standoff began on Friday evening during an argument between the gunman and the husband and wife who ran the apartment complex. The landlords' bodies were among the six police found in various parts of the building when the?SWAT?team moved in on Saturday morning, police said.

Group protests Enbridge pipeline project to reverse flow of oil near Sarnia

SARNIA, Ont. - A group of protesters who gathered on the Aamjiwnaang First Nation near Sarnia say they oppose plans to reverse the flow of oil in an Enbridge pipeline.

The Line 9 pipeline goes through the Sarnia area and reversing the flow would allow Alberta crude to move to Montreal.

Spokeswoman for the protest Vanessa Gray, 21, says she's worried about an oil spill similar to one that happened three years ago in Michigan.

She says about 20 people gathered Saturday afternoon for a peaceful protest.

Line 9 runs in two sections from Sarnia, Ont., to North Westover, near Hamilton, and then from there to Montreal.

A protest last month in North Westover led to the arrest of 18 protesters who refused to leave a pumping station.

Both protest actions were also linked to the Idle No More movement.

New inductees to enter Baseball Hall of Fame

COOPERSTOWN, N.Y. ? One created baseball?s foremost dynasty, one transformed the role of the men in blue, and one notched the first hit in the first professional game.

That?s the impressive legacy of baseball pioneers Jacob Ruppert, Hank O?Day and James ?Deacon? White, who are finally about to receive the recognition they deserve ? induction into the National Baseball Hall of Fame and Museum.

The three men represent the Class of 2013 and they?ve all been dead for more than 70 years, making Sunday?s festivities something out of the ordinary. For only the second time in 42 years, baseball writers failed to elect anyone to the Hall of Fame, sending a firm signal that stars of the Steroids Era ? including Barry Bonds, Sammy Sosa, and Roger Clemens, who didn?t even come close in their first year of eligibility ? will be judged in a different light.

?When December rolled around and the ballots were out for completion, it started to dawn on us that there was a better-than-likely chance that the writers might not come to a 75 per cent vote on anyone this year,? said Hall of Fame president Jeff Idelson. ?Disappointed? Yes, because we feel there are candidates on the ballot who certainly deserved consideration. But surprised? No.?

Approval on 75 per cent of returned ballots is needed for induction, and with pitchers Greg Maddux and Tom Glavine and slugger Frank Thomas eligible for the first time next year, Bonds, Sosa and Clemens figure to be on the outside looking in for a long while.

?I believe that this past year was an aberration ? the first real ballot with some uncertainty among how the voters feel about some of the candidates on it,? Idelson said. ?But looking forward, we don?t believe that this is the norm.?

One thing remains constant ? the awards for those who have chronicled the game. Longtime Philadelphia Daily News writer Paul Hagen will be honoured with the J.G. Taylor Spink Award and the family of late Toronto Blue Jays broadcaster Tom Cheek will be given the Ford C. Frick Award in a ceremony on Saturday at Doubleday Field. Dr. Frank Jobe, whose groundbreaking surgery on pitcher Tommy John has evolved into a game-changing medical procedure, also will be honoured.

The Baseball Writers? Association of America last failed to elect a player in 1971, when former New York Yankees great Yogi Berra fell just short. Back then, the Veterans Committee selected Dave Bancroft, Jake Beckley, Chick Hafey, Harry Hooper, Joe Kelley, Rube Marquard, Satchel Paige and George Weiss.

This time, the 16-member Pre-Integration Era Committee dug deep into the archives to elect an owner, an umpire, and a player who had significant roles in baseball?s earliest decades.

Ruppert, who was born in Manhattan in 1867, went to work for his father in the family brewing business instead of attending college. He also fashioned a military career, rising to the rank of colonel in the National Guard, and served four terms in Congress from 1899-1907 before becoming president of the Jacob Ruppert Brewing Co. upon the death of his father in 1915.

Interested in baseball since he was a kid, Ruppert and Tillinghast Huston purchased the Yankees prior to the 1915 season for $480,000, then proceeded to transform what had been a perennial also-ran in the American League into a powerhouse.

Miller Huggins was hired as manager soon after Ruppert gained control of the franchise, and Ruppert then snared Babe Ruth in a 1919 trade with the Boston Red Sox, a deal that changed the dynamics of the sport. Four years later, Ruppert had Yankee Stadium constructed and ?The House That Ruth Built? became baseball?s mecca. Ruppert also hired general manager Ed Barrow from the Red Sox in 1921, and together they won 10 AL pennants and seven World Series in 18 seasons.

O?Day was born on the rural west side of Chicago in 1859, played ball as a kid with his older brothers, and after completing his education apprenticed as a steamfitter while pitching for several local teams. He turned pro in 1884, but his arm suffered mightily in seven years of action and he retired not long after leading the New York Giants to the National League pennant in 1889 and pitching a complete game to clinch the 19th century precursor to the modern World Series.

During his playing days, O?Day umpired occasionally and was so proficient he was hired in 1895. After working a season in the minor leagues, he joined the National League in 1897 and went on to umpire more than 4,000 games. His greatest contribution to baseball was convincing everyone associated with the game to treat the men in blue with dignity. Despite repeated physical and verbal assaults from players and fans, O?Day maintained his signature code of fairness, often ignoring enormous bribes to favour the home team, and his colleagues eventually adopted his pioneering ways.

White, a barehanded catcher, was one of major league baseball?s earliest stars. In fact, he was the first batter in the first professional game on May 4, 1871, and laced a double. An outstanding hitter, White, who grew up in Caton, N.Y., near Corning, was regarded as the best catcher in baseball before switching to third base late in his nearly 20-year career.

A deeply religious man, White earned the nickname ?Deacon? and was dubbed ?the most admirable superstar of the 1870s? by Bill James in his ?Historical Baseball Extract.? A left-handed batter, White played for the Cleveland Forest Citys, Chicago White Stockings, Cincinnati Reds, Buffalo Bisons, Detroit Wolverines and Pittsburgh Alleghenys. He had a .312 batting average and accumulated 2,067 hits, 270 doubles, 98 triples, 24 home runs and 988 RBIs before retiring in 1890.

White died in 1939 in Aurora, Ill., and six years later Hall of Famer Connie Mack, a teammate of White?s in Buffalo, wrote in a letter that White merited induction.

Now, White?s special day is here, and great grandson Jerry Watkins will speak on his behalf. Dennis McNamara, a great grandnephew of O?Day, will deliver a speech on behalf of the 10th umpire to be enshrined, and Anne Vernon, great grandniece of Ruppert, will speak on behalf of the family.

Forty of the 62 living Hall of Famers are expected back and will be part of something special. Twelve men elected between 1939 and 1945 will be celebrated, and returning Hall of Famers will read the text of those players? plaques in their honour. None of those 12 inductees, which include Lou Gehrig and Rogers Hornsby, experienced a formal induction in Cooperstown.

Hall of Fame weekend is the bread-and-butter moment of the year for local business owners, who count on a substantial influx of fans to help make ends meet. A record crowd of over 70,000 descended on this one-stoplight village six years ago for the induction ceremony honouring Cal Ripken Jr. and Tony Gwynn.

?It was crazy busy,? said Sherrie Kingsley, who with her husband operates The Inn at Cooperstown. ?It was an overwhelming amount of people for our village, but we were expecting it.?

Neither Kingsley nor Idelson is sure what to expect this time around, but they?re not too concerned. The Inn is booked as usual, and Main Street has been bustling.

?Hall of Fame weekend has taken on a life of being a weekend of baseball celebration,? Idelson said. ?Is it about the inductees first and foremost? Of course. It is a celebration of them. But it?s also the biggest baseball reunion there is on the baseball calendar.

?No, our numbers we don?t believe will be as robust as with the headline names. We still feel that the weekend is going to be successful.?

PAUL HAGEN: Born in East Aurora, N.Y. ? to be given the J.G. Taylor Spink Award presented by the Baseball Writers? Association of America for meritorious contributions to baseball writing. ? attended Ohio University and began his writing career in 1974 working in San Bernardino, Calif., where he covered the Los Angeles Dodgers for three years. ? also worked in the Dallas-Fort Worth area for a decade covering the Texas Rangers for the Dallas Times-Herald and Fort Worth Star-Telegram. ? worked for 25 years in Philadelphia covering the Phillies for the Philadelphia Daily News. ? currently works for MLB.com, as a national reporter focusing on the Phillies.

TOM CHEEK: Born June 13, 1939 in Pensacola, Fla. and died Oct. 9, 2005 in Oldsmar, Fla. after battling brain cancer. ? to be honoured with the 2013 Ford C. Frick Award presented annually by the Baseball Hall of Fame for excellence in baseball broadcasting. ? Toronto Blue Jays radio play-by-play man who called the team?s first 4,306 regular-season and 41 playoff games from 1977-2004 before missing a game due to illness and the death of his father. ? on Aug. 29, 2004 was honoured by the Blue Jays with his induction into the Level of Excellence, the club?s highest award for individual achievement. Cheek became just the seventh inductee and only the second member of non-uniformed personnel so honoured. ? served in the U.S. Air Force and after his discharge attended the Cambridge School of Broadcasting in Boston for two years. ? began his radio career in Plattsburgh, N.Y. as disc jockey for WEAV in 1962. ? moved to Burlington, Vt. and began calling baseball, basketball, football, and hockey for the University of Vermont. ? served as a guest announcer for the Montreal Expos from 1974-76. ? best known for his call of the Joe Carter home run in Game 6 that clinched the 1993 World Series: ?Touch ?em all Joe, you?ll never hit a bigger home run in your life.?

O?DAY: Born July 8, 1859, in Chicago and died July 2, 1935, in Chicago. ? played ball as a kid with his older brothers and pitched for several local teams while apprenticing as a steamfitter. ? turned pro in 1884 and fashioned a 73-100 record in seven years, also playing the outfield. ? led the New York Giants to the National League pennant in 1889 and pitched a complete game to clinch the 19th century precursor to the modern World Series. ? was hired as an umpire in 1895 and joined the NL staff two years later. .. umpired more than 4,000 games, including 10 World Series. ? called the first modern World Series in 1903. ? was the ruling umpire in the famous Cubs vs. Giants game on Sept. 23, 1908 when Chicago?s Johnny Evers tagged out New York?s Fred Merkle following what appeared to be the game-winning hit by the Giants. O?Day ruled that because Merkle had not touched second base that the force out ended the game, which was ruled a tie when the fans overran the field. The Cubs later won a re-played version of the game and captured the National League pennant. ? convinced everyone associated with the game to treat umpires with dignity. ? managed the Reds in 1912 and the Cubs in 1914 and returned to umpiring after he was replaced in both cities. ? retired in 1927 and became the NL?s special scout of umpires and players. ? the 10th umpire to be elected to the Hall of Fame.
